Typically at least one author of a paper being presented at a conference must be at the conference to present the paper. Additionally, PhDs and Postdocs are allowed to attend two further conferences per year where they are not publishing a paper.
Use this allowance! Networking and collaboration is an important part of any PhD, and conferences are a great opportunity to start such relationships.
